We all have seen bright pictures of girls topping their schools in Class X and XII boards results and greater pass percentage of girls is a common sight during results time. We feel proud of our daughters and feel assured about all the women empowerment slogans and declarations from various quarters of the society at all the different platforms. We feel that all is going well in this direction both at the national and the regional level. We assume that all these girls must be getting into higher education and finally into the workforce becoming financially independent. But all this is far from reality.

If we look at the numbers coming in from different surveys at the global and national level, we will be highly disappointed. According to a report published by International Labour Organisation (ILO): The current global labour force participation rate for women is just under 47%. For men, it’s 72%. That’s a difference of 25 percentage points, with some regions facing a gap of more than 50 percentage points. Labour force refers to the sum of all persons of working age who are employed and those who are unemployed. The labour force participation rate expresses the labour force as a percentage of the working-age population.

·On average, women spend more than three times more hours on unpaid household and care work than men. This invisible labour often eats into the time they could spend doing paid work. Overall, when both paid and unpaid work are taken in account, women frequently work longer hours than men but are paid less. 

·Women often do not have access to social protection. When they do, their entitlements are lower, due to low pay, shorter contribution periods and higher incidences of informal work. This problem is particularly acute when it comes to pensions: on average, the proportion of women above retirement age receiving a pension is nearly 11 percentage points lower than that of men. 

A policy brief by ILO in 2020 reported that there will be 13 million fewer women in employment in 2021 compared to 2019, while men’s employment will have recovered to 2019 levels. As per the report, only 43.2 per cent of the world’s working-age women will be employed in 2021, compared to 68.6 per cent of working-age men. These estimates seem to have come true at different levels.

Since the COVID-19 outbreak, female employment in India fell steeply and now, plummeted to 9% in 2022, which is in the same league as war-torn Yemen. “Between 2010 and 2020, the number of working women in India dropped from 26% to 19%,” World Bank data showed, and as the infections surged, a bad situation turned dire. More than 100 million jobs were also lost due to the coronavirus-linked lockdown. 

The global data is equally troubling. “Failing to restore jobs for women — who have been less likely than men to return to the workforce — could shave trillions of dollars off global economic growth,” news agency Bloomberg reported adding “The forecast is particularly bleak in developing countries like India. ” Though women in India represent 48% of the population, they contribute only around 17% of GDP compared to 40% in China.

Why women employment in India is sharply declining?

The decline in female workforce participation is partly about culture. As Indians became wealthier, families that could afford to keep women at home did so, while those at the lowest rungs of society are still seen as potential earners. But they tend to work menial or unpaid jobs far from the formal economy.

Since the pandemic increased domestic duties, lack of childcare options after school shutdowns might have contributed to the decline further, the report pointed out. Marriage is a sticking point in India, where most weddings are still arranged. After the first lockdown, in 2020, the country’s leading matrimony websites reported a spike in new registrations.

Financial considerations often tipped the scales in favour of marriage. Social distancing and warnings against large gatherings meant parents could hold small, less-expensive ceremonies at home, rather than the multi-day celebrations that are common even in the poorest pockets of society. During the direst stretches of the pandemic, some families married off daughters because they couldn’t afford to feed another mouth, the report added.

What’s the way forward? The brief emphasizes that “building forward fairer” means placing gender equality at the core of the recovery effort and putting in place gender-responsive strategies. These include:

Investing in the care economy because the health, social work and education sectors are important generators of jobs, especially for women, and because care leave policies and flexible working arrangements can encourage a more even division of work at home between women and men. Working towards universal access to comprehensive, adequate and sustainable social protection for all to reduce the current gender gap in social protection coverage. Promoting equal pay for work of equal value.

Eliminating violence and harassment in the world of work. Domestic violence and work-related gender-based violence and harassment worsened during the pandemic, further undermining women’s ability to engage in paid employment. Promoting women’s participation in decision-making bodies, social dialogue and social partner institutions. If we are able to work aggressively and positively in this direction, only then we can expect to reach the levels of GDP as per our expectations and realize the dream of making India a competitive producer for global markets.

The Chevelle name is magic in muscle car circles. Despite only existing as a nameplate for 13 years (1964–1977), the Chevelle had a big impact, and there’s are two reasons for that—magical long hood, short-deck styling, and lots of horsepower. The Chevelle engine bay was home to some mighty big powerplants, and the ultimate was the 454 big block. What follows is a brief, but highly detailed summary of Chevrolet Chevelle History.Though a strong case could be made for the early design, let’s go with 1970. It was peak muscle. How much horsepower does a 1970 Chevelle SS 454 have? This 7.4-liter motor was produced in several configurations—for instance, the LS5 version in the 1970 Corvette was factory rated at 390 horsepower. In the Chevelle SS, as the LS5, it probably produced 360 horsepower—though muscle car output is often understated.

That’s stump-pulling enough, but if the buyer checked RPO Z15 (and paid $503.45) they got a 450-horsepower solid-lifter behemoth with 500 pound-feet of torque.Hot Rod magazine said of the Z15 in 1970, “The future may never see a car like this. It is one of the brutes, and all it needs is a way of staying in contact with terra firma.” That was indeed the rub, since muscle cars like this were most effective in a straight line. Here’s a little bit of Chevelle history. The nameplate was introduced on September 26, 1963, as a 1964 model. The Chevelle was built on the A-body platform that also underpinned the Pontiac Tempest, Oldsmobile Cutlass, and Buick Skylark. GM saw this mid-sized car as slotting between the popular Nova and Impala brands, competing with models like the Ford Fairlane.

They certainly weren’t all muscle cars. Four-door sedans, station wagons, base convertibles and even an El Camino were quite popular. The first SS cars were a $162 option on the Malibu. It added vinyl bucket seats, a console (if you ordered the two-speed Powerglide automatic or Muncie four-speed manual) and a gauge package.Chevelle history evolved. By mid-1964, you could order your Chevelle with the 327 V-8, in either 250- or 300-horsepower iterations. The muscle car race was on, and GM had a nice piece of it. By offering the Chevelle in so many configurations, GM produced a winner. In the first year, 294,160 Chevelles found owners, with 76,860 of them being SS cars. It’s a French word (appropriate, since Louis Chevrolet was Swiss and a French speaker) meaning “bold and beautiful.” And the Chevelle was, at least in the early years, a very good looking car. The SS 396 became its own series in 1966, and it remained in the lineup until becoming an option package in 1969.

A case should be made for the 1965 Z16 SS 396, because only 200 of them were constructed in Kansas City. It’s considered one of the most valuable Chevelles, too. The car used the standard 396 Turbo-Jet big block with hydraulic lifters and the Muncie four-speed, but also the convertible’s boxed frame with heavy-duty suspension and some Impala parts. The trim was unique, too.But muscle car enthusiast Gregg Franzino, owner of four highly optioned Plymouth Barracudas, cites the COPO cars. COPO stood for Central Office Production Order, and it was Chevy’s special-order process for high-performance cars in the 1960s. There were 323 COPO Chevelles built in 1969 (based on the Malibu rather than the SS).Particularly sought-after are the 99 COPO cars known as Yenko Chevelles. “They went straight from the factory to Don Yenko Chevrolet in Pennsylvania, where the motors were replaced with solid-lifter 425-horsepower 427s with aluminum heads and bigger carbs,” said Franzino. “They were turned into hot rods.” Yenko also, rather famously, warmed up Novas and Camaros.Particularly sought-after are the 99 COPO cars known as Yenko Chevelles. “

The most extreme of modifications available from the speed shop was Phase III, which came with a money-back performance guarantee. Motion Performance’s Joel Rosen certified that the car would attain an 11.5-second quarter mile at 120 mph—provided that a company-sanctioned driver was behind the wheel at an approved dragstrip.
“Surviving Baldwin-Motion Phase III cars are exceedingly rare,” says ConceptCarz.com. In 2014, a 1969 Baldwin-Motion Phase III car was auctioned by Barrett-Jackson in Phoenix for $192,500.And then there’s that 1970 454 LS6. The numbers are a bit weird. We know there were 4,475 cars built with the LS6 version of the 454, but it’s unclear how many were hardtops, convertibles, or El Caminos. This was the largest GM engine ever installed in a passenger car. Another rarity: There were just 2,286 SS 396 convertibles built in 1968.
The muscle car era ran into the era of fuel shortages and the Arab oil embargo. The last year for the Chevelle was 1977.It’s doubtful at this point, because sedan production at GM—and just about everywhere else—is totally subservient to pickups and SUVs. The Ford Mustang, Chevrolet Corvette and Dodge Charger are survivors of the era, but the Chevelle wasn’t as lucky.

उत्तराखंड के जंगल में कई वर्षों से रह रहे वन गुर्जर (वनवासी) संसद और विधायकों के चुनाव में वोट तो दे सकते हैं लेकिन ग्राम सभा में वोट नहीं दे सकते- अवधेश कौशलउत्तराखंड के जंगल में रहने वाले वन गुर्जरों को उनका अधिकार नहीं दिया जा रहा है जैसा कि अनुसूचित जनजाति और
अन्य पारंपरिक वन निवासी (वन अधिकारों की मान्यता) अधिनियम, 2006 के तहत देखा गया है। यह विधान उन अनुसूचित जनजातियों और अन्य पारंपरिक वन वासियों को जो पीढ़ियों से ऐसे वनों में निवास कर रहे हैं , उन्हें रहने के लिए वन भूमि पर अधिभोग करने का अधिकार देने के लिए सशक्त करने के लिए बनाया गया है ।

लोक नियास की विचारधारा के सिद्धांत के अनुसार, जंगल, जल, वायु, समुद्र आदि जैसी कुछ सामान्य सम्पदायें को सार्वजनिक अधिक्षेत्र में रखी जानी चाहिए और प्रत्येक नागरिक को इस पर समान अधिकार होना चाहिए। इस अधिनियम की धारा 2 के अधीन, उस वन भूमि के अंतर्गत, जिसके अधिकारों को आदिवासियों और वनवासियों के लिए मान्यता दी गई है, अवर्गीकृत वन, असीमांकित वन, वर्तमानया मानित वन, संरक्षित भूमि, आरक्षित वन, अभयारण्य औरराष्ट्रीय उद्यान शामिल हैं। इसके अलावा, इस अधिनियम के अधीन मान्यअधिकार वन (संरक्षण) अधिनियम, 1980 के विलंगमो से मुक्त हैं, जिसका अर्थार्थ यह है कि शुद्ध वर्तमान मूल्य के भुगतान की आवश्यकता नहीं है। ग्राम सभा द्वारा दावा दायर करने, निर्धारित करने और सत्यापन करने की प्रक्रिया निर्धारित की गई है। वन अधिकारों के निर्धारण के साक्ष्य में सरकारी अभिलेख, जनगणना प्रमाण पत्र, रिपोर्ट, मानचित्र, वन अभिलेख, मतदाता पहचान पत्र, राशन कार्ड, पारंपरिक संरचना आदि शामिल हैं।

वन अधिकारों को निर्धारित करने के लिए प्रदान किए जा सकने वाले साक्ष्यों में से एक के रूप में भी सूचीबद्ध किया गया है। इसलिए, अधिनियम अपनी प्रस्तावना के अनुरूप साक्ष्य और इरादों पर बेहद उदार है। औपनिवेशिक काल के दौरान और साथ ही स्वतंत्र भारत में पैतृक भूमि और उनके आवास पर वन अधिकारों को राज्य के वनों के समेकन में पर्याप्त रूप से मान्यता नहीं दी गई थी, जिसके परिणामस्वरूप वन में रहने वाली अनुसूचित जनजातियों और अन्य पारंपरिक वनवासियों के साथ ऐतिहासिक अन्याय हुआ, जो बहुत ही अभिन्न हैं। वन पारिस्थितिकी तंत्र का अस्तित्व और स्थिरता उन मामलों में वैकल्पिक भूमि सहित स्वस्थानी पुनर्वास का अधिकार, जहां अनुसूचित जनजातियों और अन्य पारंपरिक वनवासियों को 13 दिसंबर, 2005 से पहले पुनर्वास के लिए उनकी कानूनी पात्रता प्राप्त किए बिना किसी भी प्रकार की वन भूमि से अवैध रूप से बेदखल या विस्थापित किया गया है। प्रस्तावित पुनर्वास और पैकेज के लिए संबंधित क्षेत्रों में ग्राम सभाओं की मुफ्त सूचित सहमति लिखित रूप में प्राप्त कीगई है;इस अधिनियम के तहत वन भूमि और उनके आवास के संबंध में किसी भी राज्य या केंद्र शासित प्रदेश के संबंध में वननिवासी अनुसूचित जनजातियों और अन्य पारंपरिक वन निवासियों को वन अधिकारों की मान्यता और निहित होना इस शर्त के अधीन होगा कि ऐसी अनुसूचित जनजाति या आदिवासी समुदायों या अन्य पारंपरिक वनवासी दिसंबर, 2005 के 13वें दिन से पहले जंगल में रह रहे हैं ।

ग्राम सभा इस अधिनियम के तहत अपने अधिकार क्षेत्र की स्थानीय सीमाओं के भीतर वन निवासी अनुसूचित जनजातियों और अन्य पारंपरिक वन निवासियों को दिए जा सकने वाले व्यक्तिगत या सामुदायिक वन अधिकारों या दोनों की प्रकृति और सीमा को निर्धारित करने के लिए प्रक्रिया शुरू करने का अधिकार होगा। दावों को प्राप्त करके, उन्हें समेकित और सत्यापित करके और प्रत्येक अनुशंसित दावे के क्षेत्र को ऐसे तरीके से चित्रित करने वाला नक्शा तैयार करना जो ऐसे अधिकारों केप्रयोग के लिए निर्धारित किया जा सकता है और फिर ग्राम सभा उस प्रभाव के लिए एक प्रस्ताव पारित करेगी और उसके बाद एक प्रति अग्रेषित करेगी अनुमंडल स्तर की समिति को भी।वन गुर्जरों का पुनर्वास घोटाला:प्रत्येक परिवार को परिवहन के लिए 10,000/- रुपये दिए जाने थे। लेकिन किसी एक वन गुर्जर को यह राशि नहीं दी गई। ii. राजाजी नेशनल पार्क में वन गुर्जर जो 150 से अधिक वर्षों से रह रहे हैं, उन्हें अपना आवेदन ग्राम सभा में स्थानांतरित करना होगा। दुर्भाग्य से वन विभाग ने ग्राम सभा के अस्तित्व की अनुमति नहीं दी, इसके बावजूद कि ग्राम सभा के नाम पर बहुत पैसा आ रहा था लेकिन वन विभाग द्वारा पूरा पैसा ठग लिया गया था। यहां तक ​​कि जिन वन गुर्जरों को बलपूर्वक पथरी और गैंडीखाता आदि से बेदखल किया गया था, उनमें से किसी को भी आज तक जमीन का पट्टा नहीं दिया गया है। वे न तो जमीन बेच सकते हैं और न ही बैंक ऋण के लिए इसे गिरवी रख सकते हैं। ऐसे में वन गुर्जरों का भविष्य उज्जवल नहीं दिखता।

(Forest Dwellers) living in the forest of Uttarakhand for many years can vote in the election of the Parliament and MLAs but The Van Gujjars living in the forest of Uttarakhand are not being given their rightful entitlements as seen under The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. It has been put together to empower Schedule Tribes and other traditional forest dwellers who have been residing in such forests for generations to give them the right to occupation of forest land for dwelling. According to the doctrine of public trust theory, certain common properties like forest, water, air, sea, etc., should be kept in the public domain and each and every citizen should have equal right to it. Under section 2 of this Act, the forest land for which the rights are recognized for tribals and forest dwellers included unclassified forest, un-demarcated forests, existing or deemed forest, Protected Forest, Reserved Forests, Sanctuaries and National Parks.

Further, the rights recognized under this Act are free from encumbrances of the Forest (Conservation) Act, 1980 including payment of net present value is not required. Procedure for filing, determining and verification of a claim by the Gram Sabha has been laid down. Evidence for determination of forest rights include Government records, census certificates, reports, maps, forest records, voter identity cards, ration cards, traditional structures, etc. It is pertinent to mention here that the statement of an elder person other than the claimants has also been listed as one of the evidences that may be provided to determine forest rights. Hence, the Act is extremely liberal on evidence and intentions commensurate with its preamble.

The forest rights on ancestral lands and their habitat were not adequately recognized in the consolidation of State forests during the colonial period as well as in independent India resulting in historical injustice to the forest dwelling Scheduled Tribes and other traditional forest dwellers who are integral to the very survival and sustainability of the forest ecosystem; Right to in situ rehabilitation including alternative land in cases where the Scheduled Tribes and other traditional forest dwellers have been illegally evicted or displaced from forest land of any description without receiving their legal entitlement to rehabilitation prior to the 13th day of December, 2005. The free informed consent of the Gram Sabhas in the areas concerned to the proposed resettlement and to the package has been obtained in writing; The recognition and vesting of forest rights under this Act to the forest dwelling Scheduled Tribes and to other traditional forest dwellers in relation to any State or Union territory in respect of forest land and their habitat shall be subject to the condition that such Scheduled Tribes or tribal communities or other traditional forest dwellers have been living in the forest before the 13th day of December, 2005.

The Gram Sabha shall be the authority to initiate the process for determining the nature and extent of individual or community forest rights or both that may be given to the forest dwelling Scheduled Tribes and other traditional forest dwellers within the local limits of its jurisdiction under this Act by receiving claims, consolidating and verifying them and preparing a map delineating the area of each recommended claim in such manner as may be prescribed for exercise of such rights and the Gram Sabha shall, then, pass a resolution to that effect and thereafter forward a copy of the same to the Sub-Divisional Level Committee. Rehabilitation scam of Van Gujjars: a. Rs. 10,000/- were to be given to each family for transportation. No single Van Gujjar was given this amount. b. In Rajaji National Park forest Van Gujjars who are living for more than 150 years have to move their application to the Gram Sabha.

Unfortunately the Forest Department did not allow the existence of the Gram Sabha in spite of the fact that a lot of money was coming in the name of Gram Sabha but the entire money was swindled by the Forest Department.Even the Van Gujjars who were forcefully evicted to Pathri and Gandikhata etc. Till today none of them have been given the Patta of the land. Neither they can sell the land nor can they mortgage it for the bank loan. Thus, the future of Van Gujjars does not looks bright.

Dehradun: 28 September 2021: Law and Science & Technology are his weapons in his feisty crusade for empowerment. Avdhash Kaushal is doing work of a very high standard in India and has been instrumental in organizing and empowering the long neglected hill communities of Uttaranchal and the forest dwelling pastoral nomadic tribe of   Van Gujjar.

He took science and technology to Van Gujjars amongst minority (Muslim- Nomads) and trained them to use100 battery–operated wireless handsets that operate two wireless frequencies, 167.25 MHz and 167.725 MHz, through three base camps and one central station covering their entire habitation allocated by the Ministry Of Telecommunication. This is the first time that such communication technology was provided to Van Gujjars in the country. This quick mode of communication had been useful in tracking poachers, illegal wood contractors/forest mafia, controlling forest fires and other natural calamities besides helping the nomads in medical emergencies.

Recognizing Kaushal’s contribution towards the upliftment and empowerment of minority Van Gujjar, Kaushal was invited to address the World Summit organized by United Nations on Information and Technology in Geneva, a group of Van Gujjar also accompanied Kaushal to Geneva.

Because Van Gujjars were not willing to come out of the forests for the literacy drive being launched, he took literacy directly into the forest dwellings of the community and also to continue the tempo of literacy drive during the annual migration of the community with the volunteer teachers accompanying the community. It is for the first time in the world that a forest academy of this type was set up and barefoot teachers accompanied the   community on the move. 21000 adult van gujjars made literate, adult education created the demand for childrens education, voting rights, right against illegal eviction from the forest.

A number of Van Gujjar men and women, especially those who proved good at education, were trained as Para Vets and Para Medics equipped to deliver primary health care services to the community, which extended to their animals even during their annual migration of the community to the upper reaches of the Himalayas to treat minor ailments like fever and dysentery. This programme created greater health awareness in the community about immunization and birth control. They have also been linked to government healthcare services. Now they are no longer apprehensive about availing medical facilities from Public Health Centers (PHCs). Traditional use of medicinal plants and herbs is encouraged.

Large number of innovative primary schools in the remote areas of Garhwal region were started. Here children are not only learning computers and videography but also are taught English by volunteer teachers from England and Ireland.

Literacy Programme among Van Gujjars has made the tribals conscious of their rights. Their horizons have expanded with some of them ateending seminars in Brazil, Sweden and Denmark. Because of his ceaseless endeavours, Van Gujjars nomads were included in the electoral rolls. He has also been instrumental in upholding the rights of Van Gujjars to stay in the forest through appeals to the National Human Rights Commission (NHRC).

Intense lobbying and advocacy resulted in the enactment of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.

21,000 Gujjars can read and write, add and subtract and know how much money they have to get from a trader who buys their milk.

He is a tough fighter who believes in the dictum: “a quitter never wins and a winner never quits”.

He has made his mark as an institutional builder and a man of the masses. In the JaunsarBawar tribal belt he came across the gruesome problem of bonded labourers in Tehri and Uttarkashi. The schedule caste communities in Jaunsar area were bonded labours of the upper caste landlords, He did intense lobbying and advocacy that led to the 1976 Bonded Labor Abolition Act.

Though the Government of India passed this Act in 1976 after strenuous lobbying by Kaushal, many were still deprived of freedom because of lack of awareness and inaccessibility.  So, he with his team led an initiative to help free large groups of such slaves by sensitizing youth of that region. The grapevine carried the memorandum of freedom, to the furthest corners.

Law is his weapon in his feisty crusade for empowerment.

His determined drive against the social evil was highlighted by his campaign to end the bonded labour system that was rampant and widespread even until the early seventies. Working against heavy odds, he successfully organized them and helped them in obtaining their possessions back. Taking up this matter at the social as well as the judicial level he brought an end to this highly exploitative social system.

To quote from Mr. Justice P.N Bhagwati recently published book “My Tryst with Justice”,“RLEK therefore, embarked upon a campaign for the benefit of these communities which had, for centuries been neglected and forgotten. It also espoused the causes of these neglected sections of the community in courts of law for asserting and establishing their rights and entitlements and fought these cases for their benefit. He paved the way for the enactment of the Bonded Labour Abolition Act. This was no easy task, Kaushal along with his team of volunteers trekked the entire Kalsi and Chakrata blocks of Dehradun districts, Mori and Purola blocks of Uttarkashi and Jaunpur of Tehri district and spread the message of the Act to the bonded laborers.”

In this way, he led an informed population to justice, and ensuing deliverance of 19000 in Uttarakhand and 2,42,618 bonded labourers throughout India without any ill and destroying the harmony.

Facing grave dangers, and threat to his life, he fought against trafficking in poor and socially deprived women and rescued many of them from the red light areas of Uttarakhand.

He launched a crusade against indiscriminate cuttings of trees and quarrying which had disturbed ecological balance of Dun valley. The first Environmental PIL was filed by him, which led to the closure of One hundred and One limestone quarries. After having won this historic battle at the Supreme Court, he launched massive plantation drive to replenish the hills that had been badly degraded to rejuvenate the abundant mines and denuded foothills.

Another PIL filed in the SC, became instrumental in the court directing the states of Uttar Pradesh, Himachal Pradesh, Tamil Nadu, Bihar and Orissa to hold Panchayat elections, which had outlived their five years tenure. It not only violated the constitution of India but also deprived a minimum of Thirty Three point three percent women and SC, ST and Dalits for whom reservations had been made by the new Act for their Right to local self- governance.

Mr. Kaushal worked successfully to end the macabre practice of witch hunting through intensive awareness and legal aid drives which has been successful in bringing a change in the mindsets of society and ushered in a culture of non-violence.

In recognition of his standing and achievements, the widely circulated popular publication The renowned magazine The Week bestowed on Mr. Avdhash Kaushal, Chairperson, RLEK the honour of being The Man of the Year 2003, eloquently describing him as the ‘rejuvenator of the Doon Valley, terminator of bonded labour and saviour of nomads’.

He took up the issue of animal sacrifice and through concerted action convinced Himalyan Hill communities to end the age old tradition of Bali Pratha (Animal Sacrifice).

The National Legal Services Authority (NLSA) has also made him responsible for legal literacy drive in the states of Jharkhand and Himachal Pradesh.

Mr. Kaushal was awarded for the Padamshri Award” in 1986 by the president of India.

G.D. Birla International Award for Rural Upliftment in 2005 by the Vice-President of India.

SKOCH award for the Grassroots Man of the Year, 2005 by the Deputy Chairman of the Indian Planning Commission, Mr. Montek Singh Ahluwalia.

Sujana Excellence Award – 2012, in the field of Poverty Alleviation & Rural Development by Dr. M.S. Swaminathan.

Eleventh Nani A. Palkiwala Award for the Protection and Preservation of Civil Liberties, 2014 was conferred on Mr. Avdhash Kaushal, Chairperson, Rural Litigation and Entitlement Kendra (RLEK).

“He does not wants to be called Intellectual. Intellectuals know which side their bread and butter lies.” On his 85th birthday, he will be feeding 850 people with fruits & sweets, along with Puri etc

Arun Singh Rawat, Director General, ICFRE and Chief Guest during his opening remarks emphasized about the importance of the ozone layer and its role in protecting the Earth from the harmful portion of the rays of the sun, thus helping preserve life on the planet. He also described that the United Nations General Assembly, in 1994, declared 16 th September as the International Day for the Preservation of the Ozone Layer/ World Ozone Day. This day marks the signing of the Montreal Protocol on Substances that deplete the Ozone Layer in 1987. This year, the theme of World Ozone Day is 'Montreal Protocol – keeping us, our food and vaccines cool.To commemorate this significant day, a special lecture was delivered by Prof. Pradhan ParthSarthi, Department of Environmental Science, Central University of South Bihar, Gaya, Bihar on ‘Current situation of the ozone layer and the need to preserve it’.

He further summarized the structure of the ozone layer and the variation in the ozone across different months of the year. He elaborated the importance of the ozone layer with his presentation and rendered a basic understanding of the significance of preserving it for future generations. Prof Parth Sarthi also presented a case study of ozone concentration in Bihar, which his research group conducted. On this occasion, online painting and essay writing competitions were also organized for Kendriya Vidhyalaya and Navodaya Vidhyalaya school students of Dehradun district under two categories i.e., (Class XI-X) and (Class XI-XII) and 75 students participated in these competitions. In the essay writing contest Bhuwan Verma, Class IX from KV No. 2 Survey of India, Dehradun begged the first prize, Mansi, Class X student of KV IIP Dehradun and Bhoomika Gupta Class X student of KV IMA Dehradun, won second and third prizes in category 1 (Class IX-X). In this event's category 2 (Class XI-XII), Avantika Rana Class XI from KV No. 2 SOI, Vijaylaxmi Pancholi, Class XII student of KV FRI Dehradun and Gaurav Singh, Class XI student of KV ONGC Dehradun, won first, second and third prizes respectively.

In the painting competition, Sristhi Singh, a class IX student from Jawahar Navodaya Vidyalaya Dehradun, won the first prize.  Saloni Panuli, Class IX student from KV No. 2 SOI, Dehradun secured the second position, and Vedansh Yadav, Class X student of KV IIP Dehradun, won the third prize in category-1. In category 2 (Class XI-XII), Aman Kumar Prajapati, a Class – XI student from Jawahar Navodaya Vidyalaya Dehradun, got the first painting award.  Twinkle Dimri, Class XI student from KV No. 1 SOI, Dehradun secured second position and Aryan Gupta, Class XI student of KV ONGC Dehradun, won the third prize in this category. The program was conducted by Dr. H.S. Ginwal, Dean (Academic), FRI (Deemed to be University) and Dr. Vijender Panwar Coordinator ENVIS and attended by the DDGs, ADGs, AK Tripathi, Registrar FRI University, Heads of the Divisions, Scientists of ICFRE/FRI,FRIDU students of M.Sc./Ph.D., and KVS/NVS.

देहरादून। आ ज प्रिंस चौक के समीप स्थित  होटल स्टार वुड में मिस उत्तराखंड-2021 का आयोजन किया गया। इस मौके पर करीब 80 मॉडल्स ने अलग-अलग राउंड में प्रतिभाग किया। इनमें से करीब 30 मॉडल्स चुनी गई।बुधवार को आयोजित इस कांटेस्ट में देहरादून सहित, उत्तरकाशी, पिथौरागढ़, रुद्रप्रयाग, टिहरी, पौड़ी आदि जगहों से प्रतिभागी पहुंचे। इस मौके पर 3 राउंड किये गए। जिसमें ड्रेस ,इंट्रोडक्शन और कम्युनिकेशन स्किल्स राउंड रहे। इस दौरान प्रतिभागियों ने आकर्षक ड्रेस पहन प्रतिभाग किया तो वही दौरान कई प्रतिभागी बेहद नर्वस भी दिखी। उनका कहना था कि पहली बार इस तरह के कांटेस्ट में हिस्सा ले रहे हैं, हालांकि इसका इंतजार पिछले साल से ही था। आयोजक दलीप संधि और राजीव मित्तल ने बताया कि पिछले साल कोरोना की वजह से आयोजन पर ब्रेक लग गया था। बताया कि अलग-अलग राउंड के बाद इसका ग्रैंड फिनाले होगा। इस मौके पर बतौर जज मिस उत्तराखंड 2018 संस्कृति भट्ट, मिस ब्यूटीफुल हेयर 2015 आकांशा गुप्ता, शिवांगी शर्मा मिस उत्तराखंड 2017, अनन्या बिष्ट मिस उत्तराखंड 2019 उपस्थित रहे। इस आयोजन में कमल ज्वेलर्स, न्यू इरा, इंस्पिरेशन पीआर, एवेलोंन एकेडमी, शिवालिक गुप्ता आदि ने सहयोग किया।

Dehradun, 9 Sep,2021 : After sudden resignation of former governor Baby Rani Maurya Lt-General Gurmit Singh (Retd) has been appointed as Governor of Uttarakhand. Orders to this effect were issued late tonight by Union Home Ministry, after due approval from the President. Singh’s appointment is quite interesting in view of two facts. Fact number one is that Uttarakhand is state with a large population of serving and retired defence personnel, and therefore Singh’s appointment assumes a political message. Fact number two is the fact that the latest entrant to Uttarakhand Politics, the Aam Aadmi Party (AAP) has fielded Col Ajay Kothiyal (Retd) as its CM candidate. Singh’s appointment may also be aimed at countering any attempt by AAP to dent the traditional votebank of BJP, the defence personnel. Another notable point is the fact that Uttarakhand is a border state and has seen some intrusions by the Chinese defence personnel in the past. Singh has a huge experience of dealing with border conflicts and the state could benefit from his no nonsense and a tough administrator’s image.

He is the second Sikh Governor in Uttarakhand after Surjit Singh Barnala, who was the first governor of Uttarakhand after the state was carved out of undivided UP in November, 2000.

It may be recalled that Lt-General Gurmit Singh, PVSM, UYSM, AVSM, VSM (Retired) superannuated from Indian Army in February 2016 after nearly four decades of service. He is recipient of four President’s awards for distinguished Service/Gallantry and two Chief of Army Staff commendation awards. He has also held prestigious appointments of Deputy Chief of Army Staff, Adjutant General and Corps Commander 15 Corps (Srinagar). He was Director Military Operations handling China operational and military strategic issues, and was also Additional DGMO. He has also participated in numerous Expert Group, Joint Working Group, Annual Dialogue and China Study Group meetings for over one decade. He visited China seven times for important military diplomatic and border/ LAC meetings. He had led Military Delegation to China (Beijing, Urumchi and Shanghai) in 2012.

He is a graduate of Defence Services Staff Course and National Defence College. He has done two M Phils from Chennai and Indore University on Defense matters. He researched on India China Boundary Issue in Institute of Chinese Studies/Jawaharlal Nehru University during his study leave from Indian Army. He is currently pursuing Ph.D from Chennai University on ‘Smart Power for National Security dynamics’.
