मुख्यमंत्री  ने पुरूस्कार विजेताओं को शुभकामनाएं ज्ञापित करते हुए कहा कि  पुरूस्कार प्राप्त करने वाली महिलाओ के साथ खडे होकर वह स्वयं को गौरवान्वित महसूस कर रहे हैं। उत्तराखण्ड सरकार महिला शक्ति को प्रोत्साहित करने के लिए सभी आवश्यक प्रयास करेगी। उन्होने बताया कि तीलू रौतेली व आंगनवाडी कार्यकत्री- दोनो पुरस्कारों की धनराशि रु0 51,000/ करते हुए मुख्यमंत्री घोषणा पूर्ण कर ली गई है। व्यक्गित अनुभव साझा करते हुए उन्होंने कहा कि उनके दोनो बच्चों की स्कूल पूर्व शिक्षा की नीवं आंगनवाडी केन्द्र पर ही पडी है। अतः वह आंगनवाडी कर्मियों के साथ परिवार जैसा महसूस करते है। तीलू रौतेली के साहस का प्रतीक हमारी सभी बहिनें है। महिलाओं को 30 प्रतिशत आरक्षण देने में किये गये प्रयासों में सरकार की प्राथमिकता झलकती है। विभिन्न विभागों की महिला परक योजनाओं की प्रगति बतातें हुए मुख्यमंत्री ने प्रतिभागियों से आवाह्न किया कि सरकारी योजनाओं की सही जानकारी प्राप्त कर अन्य महिलाओं तक पहुचाॅई जाये। महिलाओं की प्रगति का संकल्प “विकल्प रहित” है जिसे पूर्ण करने में राज्य वासियों को अपनी पूरी क्षमता से योगदान देना है। 

 महिला सशक्तिकरण एवं बाल विकास की मंत्री रेखा आर्या ने समारोह में आंगनवाडी कार्यकत्री की पोशाक धारण कर प्रतिभाग किया। उन्होंने अपने सम्बोधन में कहा कि आंगनवाडी की पोशाक पहनकर वह स्वयं को उनके समान मेहनती और अनुशासित महसूस कर रही है। देवभूमि उत्तराखण्ड की परिकल्पना में तीलू व आंगनवाडी कार्यकत्री जैसा जीवट, सीखने की इच्छा व साहस के गुण सन्निहित है। महिलायें अपने अन्दर की क्षमता को पहचान कर समाज को आगे बढायें। तीलू रौतेली के जन्मदिवस के सुवअसर पर आधुनिक तीलू रौतेली व आंगनवाडी कार्यकत्रियों का सम्मान किया जा रहा है।

  मुख्यमंत्री महिलाओं के परम हितैषी है व लगातार उनके उत्थान की योजनायें ला रहें है। दोनों पुरुस्कारों की धनराशि  मुख्यमंत्री के आर्शीवाद से ही बढी है। उन्होंने ही आंगनवाडी कर्मियों का मानदेय देश में सबसे ज्यादा करने की ओर कदम बढायें है। उन्होंने कहा कि रंग, जाति व लिंग तीन तरह के भेदभाव समाप्त कर ही समाज में महिलाओं की तरक्की सुनिश्चित हो सकती है। तीलू रौतेली एवं आंगनवाड़ी पुरूस्कार प्राप्त करने वाली महिलाओं को बधाई देते हुए आशा प्रकट की, कि आने वाले समय में खेल जगत में उत्तराखण्ड की महिला खिलाड़ी राष्ट्रीय व अंतरराष्ट्रीय स्तर पर नये कीर्तिमान स्थापित करेंगीं। अंत में उन्होने कहा कि  प्रधानमंत्री  के “मेरी माटी मेरा देश” अभियान सेें सभी लोग जुडकर उसे सफल बनायें।

राज्य की विषम परिस्थितियों में शिक्षा, समाज सेवा, साहसिक कार्य, खेल, कला क्राफ्ट, संस्कृति, पर्यावरण एवं कृषि आदि क्षेत्रों में उत्कृष्ट कार्य करने वाली महिला एवं किशोरियों को राज्य स्त्री शक्ति ’’तीलू रौतेली’’ पुरूस्कार प्रतिवर्ष वीरांगना तीलू रौतेली के जन्म दिवस 08 अगस्त, को महिला सशक्तिकरण एवं बाल विकास विभाग, द्वारा प्रदान किया जाता है। योजना के अन्तर्गत चयनित महिलाओं को प्रशस्ति पत्र, रू0 51,000/- की धनराशि ऑनलाईन जारी करते हुए, प्रमाण पत्र तथा स्मृति चिन्ह् प्रदान किया जाता है।

राज्य स्तरीय आंगनवाड़ी कार्यकत्री पुरूस्कार हेतु राज्य में न्यूनतम 05 वर्ष से निरन्तर कार्यरत् आंगनवाड़ी कार्यकत्री /मिनी आंगनवाड़ी कार्यकत्री जिनके केन्द्र पर ग्रामीण क्षेत्रों में 3 से 6 वर्ष के न्यूनतम 08 एवं शहरी क्षेत्रों मे न्यूनतम 18 बच्चें पंजीकृत हो एवं समस्त लाभार्थी पोषण ट्रेकर एप में पंजीकृत हो। आंगनवाड़ी केन्द्रों का संचालन, केन्द्रों में अभिलेखों का उचित रख-रखाव, अनुपूरक पोषाहार का नियमित वितरण एवं जनसमुदाय को योजनाओं के प्रति जागरूक किया हो, कुपोषण उन्मूलन हेतु विशेष प्रयास किया हो एवं वर्ष में ग्रामीण स्वास्थ्य, स्वच्छता एवं पोषण दिवस का नियमित आयोजन किया हो, आगंनवाड़ी केन्द्र व केन्द्र के आस-पास की साफ सफाई पर विशेष ध्यान दिया हो, उनकी कार्यप्रणाली में बेहतर परिणाम एवं प्रतिस्पर्धा की भावना को बढ़ाने के उद्देश्य से इस पुरूस्कार में कार्यकत्री को रू0 51,000/- की धनराशि onलाईन, प्रमाण पत्र तथा स्मृति चिन्ह् प्रदान किया जाता है।

अधिक जानकारी देते हुए रविंद्र सिंह आनंद ने बताया की रैपीडो, ओला, उबर कंपनी के द्वारा एग्रीगेटर ऐप के द्वारा प्राइवेट वाहनों जिसमें स्कूटर , मोटरसाइकिल ,बाइक आदि को ऑनलाइन रजिस्टर कर सवारी गाड़ी के रूप में चलाने का विरोध करते हुए जोरदार प्रदर्शन किया।

 उन्होंने बताया कि आज सैकड़ों टैक्सी ड्राइवरों ने आरटीओ कार्यालय के बाहर आरटीओ के खिलाफ जमकर नारेबाजी की इसके बाद जब आरटीओ के द्वारा किसी अधिकारी को वार्ता करने हेतु भेजा गया तो रविंद्र आनंद ने उसे यह कहकर लौटा दिया कि आरटीओ  को बाहर आकर हमारी समस्याओं को सुनना पड़ेगा इस पर आरटीओ साहब बाहर आए और उनकी यूनियन के अध्यक्ष रविंद्र आनंद से तीखी बहस हुई जिस पर रविंद्र आनंद इस बात पर अड गए कि सभी साथी एक साथ वार्ता करेंगे और वहीं धरने पर बैठ गए और कार्यालय के अंदर जोरदार नारेबाजी करते रहे उसके बाद आरटीओ ने सभी को अपने कक्ष में बुलाकर उनकी बात को ध्यानपूर्वक सुना और संबंधित कंपनियों रैपीडो, ओला ,उबर के खिलाफ कार्रवाई करने का आश्वासन भी दिया साथ ही यूनियन के द्वारा पकड़ी गई कुछ रैपीडो की गाड़ियों को सीज  की कार्रवाई की गई ।

रविंद्र आनंद ने आगे बताया कि यदि जल्द ही आरटीओ के द्वारा उक्त कंपनियों के खिलाफ कार्रवाई नहीं की गई तो अगला प्रदर्शन सड़क पर होगा जिसमें सभी ड्राइवर गाड़ियां सड़क पर लगा करके जाम करेंगे जिसकी समस्त जवाबदारी आरटीओ देहरादून  की होगी । इस दौरान विपिन खन्ना, नवीन सिंह चौहान, ललित सोनी ,मूसा, बग्गा, प्रशांत चौहान, दिलशाद ,सलमान, विजेंद्र पांडे ,युवराज, दीपक ,मुकीम ,सहित सैकड़ों ड्राइवर मौजूद रहे ।

     बैठक में मंत्री ने कार्यक्रम को भव्य स्वरूप देना और सफल आयोजन के लिए अधिकारियों के आवश्यक दिशा निर्देश दिए। 

बैठक में निर्णय लिया गया कि मेरी माटी मेरा देश अभियान के अंतर्गत 13 अगस्त को देहरादून के सहसपुर ब्लॉक के रोबर्स केव गुच्छ पानी में कार्यक्रम का आयोजन किया जाएगा। उक्त कार्यक्रम 14 अगस्त को ऊधम सिंह नगर जिले में भी आयोजन किया जाएगा। मंत्री ने  कार्यक्रम से संबंधित तैयारियों को लेकर अधिकारियों को सभी तैयारियां समय पर पूर्ण करने के निर्देश दिए।

   मंत्री ने कार्यक्रमों की जानकारी देते हुए कहा कि ग्राम्य विकास विभाग के तत्वाधान में आयोजित कार्यक्रम में प्रत्येक ग्राम पंचायतों में अमृत सरोवर के किनारे, जल निकाय, नदी, जल स्रोत पर, पंचायत कार्यालय, स्कूल या अन्य महत्वपूर्ण सार्वजनिक स्थल पर शिला फलकम की स्थापित की जायेगी। पंचप्रण शपथ एवं सेल्फी को आयोजन किया जायेगा जिसमें प्रत्येक ग्राम पंचायत में मिट्टी अथवा मिट्टी का दीया लेकर पंचप्रण शपथ ली जायेगी। उन्होंने कहा कि वसुधा वन्दन कार्यक्रम के तहत प्रत्येक ग्राम पंचायत में अमृत वाटिका बनाया जायेगा। वीरों का वन्दन कार्यक्रम को लेकर उन्होंने कहा कि स्वतंत्रता सेनानी एवं शहिदों के परिवारों को सम्मानित किया जाएगा।

    उन्होंने कहा कार्यक्रम में सेवानिवृत्त रक्षाकर्मियो, राज्य एवं केन्द्रीय सुरक्षा बलों, राज्य पुलिस कर्मियों एवं ड्यूटी के समय शहीद हुए बहादुरों के परिवार को भी सम्मानित किया जाएगा। प्रत्येक कार्यक्रम में कार्यक्रम के दौरान झण्डा रोहण एवं राष्ट्रगान का आयोजन भी किया जाएगा। बैठक के दौरान मंत्री गणेश जोशी ने ग्राम्य विकास विभाग के अधिकारियों को  डेड साल के भीतर हुए विकास कार्यों की प्रगति की रिपोर्ट 15 दिन के भीतर प्रेषित करने के भी अधिकारियों को निर्देश दिए।

  इस अवसर पर अपर सचिव आनंद स्वरूप, मुख्य विकास अधिकारी झरना कामठान सहित विभागीय अधिकारी उपस्थित रहे।

कार्यक्रम के मुख्य अतिथि डॉ. बी. के. एस. संजय ने कहा कि ओवरस्पीडिंग, ओवरटेकिंग, ओवरलोडिंग, शराब का सेवन एवं वाहन चलाते समय मोबाइल फोन का उपयोग सड.क दुर्घटनाओं के मुख्य कारण हैं। उन्होंने यह भी बताया कि 90% दुर्घटनाएं वाहन चालकों की लापरवाही के कारण होती हैं। सड़क पर चलने वाले हर व्यक्ति को सड़क यातायात के नियमों का पालन करना चाहिए। इंडिया एवं इंटरनेशनल बुक रिकॉर्ड होल्डर ऑर्थोपीडिक सर्जन डॉ. गौरव संजय ने कहा कि दुपहिया वाहन में हेलमेट का और चार पहिया वाहन में सीट बेल्ट का प्रयोग करना चाहिए। हेलमेट आई.एस.आई. प्रमाणित होना चाहिए और हेलमेट पहनते वक्त स्ट्रीप हमेशा लगानी चाहिए। 

कार्यक्रम के दूसरे विशिष्ट अतिथि आई.टी.डी.आर. के निदेशक ने कहा कि सड़क दुर्घटनाओं की खबर आजकल हर अखबार में आम हो गई हैं और उन्होंने कहा कि यह सिर्फ ड्राइवरों की ही जिम्मेदारियां नहीं है कि वह सड़क यातायात के नियमों का पालन करें बल्कि यह सड़क पर चलने वाले हर व्यक्ति की, चाहे वह पैदल हो, साइकिल पर हो या किसी वाहन पर हो यह सबकी जिम्मेदारी है। 

कार्यक्रम में आए हुए सभी अतिथियों एवं संस्था के अध्यक्ष पूर्व सांसद श्री तरुण विजय ने हमारे देश के केंद्रीय सड़क एवं परिवहन मंत्री एवं प्रधानमंत्री जी से अपील की कि ऐसी गाड़ियां जिनकी स्पीड 250 से 300 किमी. प्रति घंटा है ऐसे वाहनों को सड़क पर चलने की अनुमति नहीं दी जानी चाहिए और जो चालक निर्धारित गति से ज्यादा गति से गाड़ी चलाते हैं, ऐसे चालकों के प्रति कड़ी से कड़ी कार्यवाही की जानी चाहिए।

It’s worth mentioning that in this ‘Deekshaarambh’ programme that started from 03 rd August 2023, on the first day, fresher students of School of Management and Commerce Studies, School of Agricultural Sciences, School of Yogic Science and Naturopathy were welcomed. While on the second day, 04 th August 2023, fresher students of School of Humanities & Social Sciences, School of Education andSchool of Paramedical & Allied Health Sciences were welcomed. A total of around 2,000 students of nine schools of fresher students participated.
